This category of development seeks to streamline the application process by providing a single approval that covers predefined development conditions as well as meeting the standards required by the Building Code of Australia. The criteria to determine whether an application is complying development is contained in the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 (Codes SEPP). Complying development applications can be issued by Council or by an accredited private certifier. A complying development certificate lapses after five years.
